On April 26th, Changzhou released the “Advice on Applying the ‘Four Ones’ system and ‘Flat Management’ in Communities.” The “Four Ones” refer to the party committee, the neighborhood committee, the service station and the complex management office together as a community governance body. “Flat Management” refers to coordination and integration of organizations or functions of a community.
　　The overall objective is to implement the new “Four Ones” system and “Flat Management” in 80% of urban communities and 70% of rural communities in 2012; and to apply this system in all communities in 2014.
